The EU Deforestation Regulation (EUDR) is now in effect for large companies and will apply to all operators from January 2026. For cocoa exporters — particularly those sourcing from West Africa — this regulation represents the most significant change to export compliance in a generation. The question most exporters are asking is not "do I need to comply?" but "how do I actually do it?" This guide answers that question practically.
EUDR in Plain Terms
The EU will no longer accept cocoa (or any other covered commodity) unless the exporter can prove it was not grown on land that was deforested after 31 December 2020. Proving this requires GPS data for every farm in your supply chain — not just a warehouse address.
Why Cocoa Exporters Are Most Affected
Cocoa is one of the seven commodities explicitly named in the EUDR alongside coffee, soy, palm oil, cattle, wood, and rubber. The EU is the world's largest cocoa importing region. Ghana and Ivory Coast together supply around 60% of global cocoa production, with Nigeria, Cameroon, and other West African origins making up much of the remainder. For exporters in these countries, the EU market is too important to lose — which means EUDR compliance is not optional.
The challenge is structural. Cocoa supply chains in West Africa typically involve hundreds or thousands of smallholder farmers, often farming plots of 2–5 hectares in remote areas. Mapping those farms individually, collecting GPS coordinates, and linking every bag of cocoa back to its source farm is a genuine operational challenge — but it is exactly what EUDR requires.
What EUDR Actually Requires from Cocoa Exporters
Before we talk about tools, it helps to be precise about what the regulation actually demands. There are three core obligations:

The Tools You Need: A Practical Breakdown
1. GPS Polygon Mapping Tool
This is the foundation. You need a mobile application that your field agents can use to walk the boundary of each cocoa farm and record the GPS coordinates as a polygon. The key requirements for this tool are:
- Works offline — cocoa farms in rural West Africa frequently have no mobile data coverage. Your mapping tool must capture GPS coordinates without an internet connection and sync when the agent returns to an area with connectivity.

2. Farmer Registry
Alongside the GPS data, you need a structured record of every farmer in your supply chain. For EUDR, this registry should capture: full name, national ID or registration number, community and GPS location, land title or proof of land use rights where available, and the mapped farm polygon linked to that farmer. This registry is your evidence base when EU regulators or buyers ask to verify your supply chain.
3. Batch-Level Traceability System
Knowing where the farms are is only half the job. You also need to track the cocoa from those farms through your collection, processing, and export process in a way that preserves the link to the original GPS data. This is called mass balance traceability — you need to show that the volume of cocoa in a given shipment corresponds to the volume collected from identified farms with GPS polygons.
In practice, this means using a system that tracks collection batches — when cocoa was collected, from which farmers, in what volume, at what grade. Each collection batch should carry a unique identifier that stays with the cocoa as it moves through your warehouse, processing facility, and eventually into a shipment container. 4. Deforestation Verification
Once you have the GPS polygons, you need to verify that the land was not deforested after 31 December 2020. This is done by overlaying your GPS polygons against satellite deforestation data from sources like the Global Forest Watch API, Hansen/UMD forest cover data, or the EU's own verification layers in TRACES. The check flags any polygons that overlap with areas of recorded deforestation.

Common Mistakes Cocoa Exporters Make with EUDR

- Collecting GPS data on paper forms and trying to enter it later — this introduces errors and delays. Mobile-first collection with direct-to-database sync is essential.
- Assuming small farmers are exempt — the exemption is for operators under a certain size, not for small farms. If you are a medium or large exporter, the smallholder farms in your supply chain are still covered.
- Not keeping records of the deforestation check — you need to be able to demonstrate that you conducted a deforestation assessment, not just that the result was clean. The audit trail matters as much as the result.
- Waiting until a shipment is ready to start compliance work — by that point, if any farms are unmapped or any checks fail, you cannot ship. Compliance work must happen continuously throughout the season.
What Buyers Are Now Asking For
European cocoa buyers — chocolate manufacturers, grinders, commodity traders — are increasingly requiring their suppliers to demonstrate EUDR readiness before signing contracts. This means you may be asked to share your GPS polygon coverage rate (what percentage of your supply base is mapped), your traceability methodology, and evidence that you have submitted or can generate due diligence statements. Some buyers are also requesting access to a supplier portal where they can independently verify your traceability data rather than relying solely on documents you provide.
